Getting ammo is pretty easy. In the beginning it may seem impossible, only because it is actually locked. As you progress in main missions, you will eventually unlock guns, I think it is at about 10-15% story progression. Zombies do not seem to drop ammo, but human enemies do. Later in the game finding ammo is even easier.
